Is it more meaningful to assess comprehension on an instructional level text instead of wrapping the comprehension assessment into the same text as used for the fluency assessment?

Thank you for offering this wonderful little podcast! I wonder if either of the professionals have any thoughts about the validity, or implications of oral reading fluency and children with disorders including Down syndrome and motor-speech disorders (e.g. articulation, dysarthria, childhood apraxia of speech)?
